TorGUI - Implementation

So I pondered a little about how this GUI could be implemented.
As it should be available for a great variety of OSes and "constant visual feedback"-possibilities, the core implementation has to be some kind of library, that all the different user groups out there can take to customize a GUI for their special configuration.

Admitted, this GUI probably screams Java, but I want people to USE it and not WAIT for it ;)
(I don't like Java...)
